Customs Enforcement has scheduled an industry day for October 29 to walk vendors through its ORBIT recompete — an enterprise IT integration contract with hundreds of millions in order volume. The tender isn't even out yet, and the government is already briefing bidders.

That tells you what a tender really is: a translation layer between an institution's problem and a vendor's promise. Reading one well matters more than bidding fast. Here's what the sections actually mean.

The statement of work is the problem, written in formal language. Don't just check that you can do it — check that you can prove it.

Mandatory requirements are the gate. Miss one, and the best technical bid in the stack gets disqualified without a read. This is where most losing bids die.

Evaluation criteria are the real tender. If the scoring is 70 percent price and 30 percent technical, a brilliant technical proposal doesn't move the number. Bid to the weighting, not to the brief.

Delivery and compliance terms — insurance, certifications, warranties, local content — are the institution protecting itself. They look like paperwork; they decide who can actually perform.

And the industry day itself is the tell: institutions buy from vendors who show up, ask sharp questions, and make themselves easy to buy from. Bidding well starts before the RFP opens.

If your team bids on institutional work, forward this to whoever reads the tender. And if you haven't yet — subscribe for one plain-language note like this every day.
